Background: Humanitarian shelter and settlements (S&S) assistance strives to meet one of the most essential and often lifesaving needs of the conflict and disaster affected communities. Even the most basic S&S assistance can contribute to a sense of normalcy, improve physical and legal protection, support psychological and socio-economic conditions as well as provide access to essential services such as health, WASH, education, livelihood, legal rights and more. However, the interlinks between and overarching contributions of S&S assistance and other sectoral efforts are often overlooked.
The Wider Impacts of Shelter and Settlements Assistance[1] (InterAction, 2020) has done a systematic review of published reports and research findings and has identified significant contributions of S&S assistance as well as gaps in knowledge and understanding among humanitarian actors. This publication has been well received among many humanitarian and development actors, including donors, government institutions and academia. The Roadmap for Research[2] (InterAction, 2021) further reinforced the links between multiple humanitarian outcomes.

This call for consultancy will develop an online curriculum based on the Wider Impacts publication that will be converted to an online course and available to all working in the context of humanitarian crises as well long-term recovery and affordable housing contexts. The curriculum will form the basis for the online course and encourage multi-sectoral and multi-stakeholder collaboration in response, coordination, advocacy, and research.
Objective: The online course will convey the key messages from the Wider Impacts of S&S (InterAction, 2020) to a wider audience of humanitarian actors, encourage multisector, multi-stakeholder collaboration in response and coordination, spearhead additional research, and provide serve as a tool for S&S advocacy. The course should improve the awareness potential impacts of S&S assistance of stakeholders within and outside of humanitarian organizations.
Target Audience: End products will be used by InterAction’s member organizations and made available to be used by global clusters, humanitarian and development stakeholders, governments, donors, and academic/professional institutions.
Expected Activities/Deliverables:
· Clearly understand the Wider Impacts publication, and any newly relevant publications.
· Provide a draft storyline, suggested course design and format, and appropriate durations.
· The Curriculum should contain an executive summary and main takeaways, main sections of the Wider Impacts publication1 by sectors, and a short quiz.
· In consultation with InterAction, design an executive summary with introduction, overarching messages and key takeaways, specific sectoral highlights, advocacy points, conclusions, and references.
· Document research outcomes and evidence on the impacts of shelter in respective sectoral and thematic assistance, such as WASH, Environment, gender mainstreaming, protection, livelihood, physical and mental health, DRR, and other relevant issues (Ideally broken into different sections by sectors).
· Research additional materials and infographics/animations as appropriate for inclusion in the course curriculum.
· Design a short quiz/exercise to assess learners’ understanding of the material presented.
· Incorporate appropriate lessons from the Roadmap for Research2 (InterAction, 2021).
· The course content will initially be presented as a storyline, and final outputs will be in the form of slides (similar to PowerPoint format) as defined by Articulate software requirements. Slides will be accompanied by text for narration that will be read by live voiceover.
· Incorporate all necessary graphics, included in the Wider Impacts publication as well as any new graphics as needed.
· Design and fit the curriculum to fit approximately 45-60 minute of one or more modules of online learning.
· The curriculum will be converted with narration into an online course (not part of this consultancy).
· Work with external online course developer and ensure the curriculum is accurately reflected in the final course and all text, slides, narration, graphics, animation, and videos are synchronized.
· Facilitate and receive feedback on the draft curriculum and the final course from a peer review panel of experts in humanitarian response (supported by InterAction).
Qualifications:
· Applicants are expected to have:
· Significant expertise in humanitarian shelter and settlements response with exposure and understanding of other sectoral programs and outcomes.
· Track record of research and publications in related topics.
· Considerable field experience that includes humanitarian response and coordination.
· Existing access to wider network of humanitarian organizations and practitioners.
· Ability to synthesize large amounts of information quickly and write clearly.
· Experience with strategic content development, such as the ability to present results graphically
· Flexibility to work across time zones.
Additional instructions:
· Additional instructions and details of deliverables will be discussed with short-listed candidates.
· Consultancy will be awarded to single entity (Individual or an organization) but could comprised of a team of a principal consultant supported by others.
· It is expected that the total duration of effort will be around 25-30 working days for curriculum development, and 5 days for review and comments of the final course.
· It should be noted that the curriculum development and review phases will take place with an interval of 3-4 months during which time the curriculum will be converted to an online course by external E-learning company.
· Additional graphics needs will be identified by the consultants.
· The period of performance will be October 2021 up to July 2022.
· This initiative is generously supported by USAID/BHA and BHA procurement guidelines will be followed.
